I set Start Lifetime to random between 2 constants but if I put zero in Emission Rate and use burst instead, all the particles get same lifetime and die at the same time.
Am I missing something or it’s a bug?

I cannot reproduce your problem. A random lifetime with burst works fine for me in Unity 4.6.
