Hello, I've heard from some people that you can't make good charecters with Unity free so I'm looking for a good proggram where I wouldn't have to pay much (or free) and could design better charecters.

you can't make characters with unity pro either. Unity3D is a 3D engine not a 3D model creation software. To create characters you'll need a 3D design software like 3DSMax, Maya, Blender, etc. Blender is the only free decent package I know of. Be warned though that all of these softs are pretty complex to use and require weeks, months or even years of practice to use properly. Thanks, but would I be able to make an ok charecter in 3 months time.
