Expirement mostly. Point lights are best for lighting large scenes, spotlights are best for accentuating things. Just try changing the placing of your lights, intensity, and how many you use until you feel you've got the look you're after.

If you want the general light level to be higher, then you can also increase the oveall ambient lighting.

Keep in mind that if you are not using a lightmap and want realtime shadows, the more lights you use the more expensive it is. The new deferred rendering mode allows you to use more lights for the same cost, but it only works on newer/better video cards.

The documentation on lighting and lightmaps is helpful: Lighting Manual
