I am looking for a translucent shader similar to the one used on Torchlight when there is occlusion in Torchlight. I have checked the ones that are on transparency, but I am not getting the same effect... any ideas?

Try FX/Flare with a fire particle image. To make it blue you might have to export the fire image to gimp/photoshop to change the color to blue.
