Unity 3.0 _Time variable in surface shader is always zero

In Unity 3.0, I'm creating a surface shader that uses the _Time variable. I am including UnityCG.cginc as instructed. _Time seems to always be zero whether I'm in the scene tab or if I'm running the game in the 'Game' tab.

Is the _Time variable no longer supported under surface shaders?
