Animation imported at bizarre scale

I took the same *.fbx file that imported perfectly in 2.6 and imported it into 3.0. But now, for some reason, the animation from the fbx file scales to 0.002. I didn't change anything. Then I realized that there had been a post about 2011 fbx export for 3dsMax being fixed in 3.0 so I switched to the latest fbx exporter and now instead of having a bizarre scale, it has a bizarre transform offset.

It is changing the transform offsets such that, regardless of where I have placed the object prior to animations, it returns to 0,0,0 world coordinates. Is there some way to get it to stay put?
