How Layers and Scenes work together

I was a bit confused on how Layers worked at first, since the interface is not intuitive. Then I noticed in my next scene the layers are still the same. Can I make a group of layers that are only for a specific scene or are layers for the entire project?

In my first scene I used the layers for editing purposes, so I could focus on area with such things as the terrain in the way.

I then created a new scene, and the layers are still the same. I just need to know the limits of layers and how they interact with each scene. (ie Project based, each scene uses the exatly the same) or can I make a scene with different layers?

The different layers that you have are the same for your entire project however which objects are on which layers is different for each scene. Layers are specifically designed to make different cameras see different objects.

Layers are the same in entire project. you can put each type or a group of objects in a layer for later uses, for example you can put objects you want to see in one camera in one layer and choose that layer in you camera component.
