Hello I was wondering why I can not up a vote I think is quite brilliant or down a vote that is plain stupidity kind of like the, one I am asking right now. Do you Have to be a administrator or community manager to manage votes?

You need to have over 15 karma to upvote, and over 100 to downvote. Keep in mind that downvoting incurs a 2-karma penalty, so use that power wisely. More importantly, all this information is right there in the faq (see, next to the search bar- which is another useful thing you may want to use). Getting 15 karma is as easy as getting one upvote, so just make one particularly insightful post and you'll be good to go. Sadly, the faq is now an obscure link at the bottom of the page, where pretty much nobody who needs it will see it (it's hard enough to get people to read it even when it's relatively prominent).
