What exactly does target strength do in Unity when painting textures?
To me, it just seems to be an extension of opacity, but I am sure that it is much more than this.
An explanation would be greatly appreciated. Thanks in advance.

You've already guessed what it does, set a maximum alpha on the texture being used.
