The editor API allows scripts to add features to the Unity editor. Plugins are something different.

What I say about plug-in is freestyle which we made for our artist or designer who don't know script to use!
For example, A shader editor which is node type. We made it for artist who don't know script. They can use it to work without programming!
Take a look at the Strumpy shader editor to see what's possible regarding editor extensions: http://forum.unity3d.com/threads/56180-Strumpy-Shader-Editor-4.0a-Massive-Improvements
