I'm not sure if there's a better way, but this certainly isn't a good way of doing it.

Back when we had user moderators (ahhh moderator for a day) we could suspend users, but the admins have since taken that power away.

Banning is pointless, this guy generates a new user every time. A pro-active solution is needed that prevents him creating new users so easily, and prevents new users from being so destructive (eg. 1 answer per day until got karma).

These damned spambots are screwing things in UA very often. UA team, please adopt some spambot guard - those boring human readable codes, for instance, or just block any temptative to post the same answer in more than one question. Or even a simpler solution: if 5 users report spam from the same guy, block him.

Really, if Qato could just look for blacklisted links, like this jerk's happy shopping site which he posts all the time, or xiangb* or whatever in the name, it would be just peachy by me.
