reusing a rig

I was reading the Unity optimization tips, and one of the tips said that I should try to reuse my rigs for as many different characters as possible.

The problem is, how can I use the same rig with characters with different body proportions (I mean, same bone structure, just different sizes).

I've tried to use the animation from a skinny guy into a fat, short guy, and the fat guys bones jumped to the skinned guy's proportions.

Can I retarget the bones from inside Unity?

I'm using blender.

The animations work, the problem is with characters with different body proportions.

Just make sure you have the same number of bones, and each bone needs the same names as the one you want to reuse animations for in your animation program. And similar positions help too. I should add that this only usually works with similar meshes as well.
