Controller acting differently in build than in editor

In game, I use RT for dodge and LT for slowdown. Based off of joy.cpl (a windows controller input testing program,) I found that the triggers shared the 3rd axis of the controller (right being down, left being up.) But after rebinding the input in a build, all of my builds seem to share the same inputs as when I tweaked it (including "build & run"s.)

Here’s the kicker, though. In the input window of my builds, my right trigger seems to be the 9th axis, and my left trigger the 8th. Setting the input to these in the editor yields no results, as it still uses the 3rd axis for both of the triggers. Checking the build output_logs shows no irregularities or errors at all.

This inconsistency is quite annoying, and I can’t wrap my head around it. Google-fu only yields results related to character controllers and other unrelated subjects.
