I've heard that your need unity pro to make motion blur, Im making a race game and would like a blur effect when you speed up

Maybe an animated texture over the screen would work for the effect you're going for (using scrolling UVs). You just have to find a way around the fact that you won't get full motion blur in Unity standard, or buy Unity Pro.
