I know that's better to use zbrush for creation, but via which program better do rigging and animation, 3dmax maybe?(Sorry for my english)

Hi, According to me both the software is good for rigging and animation its depend on you, which one is set for your working pipline . And yes maya is good for rigging because there are lots of advanced tool there for skinnig paint.

You can use: https://www.mixamo.com to can animate the character or to rigging him and to create one, you can use: Adobe Fuse CC (Preview).
