Does anyone know how I can achieve an effect like this?
As you can see, it's not real 3d rotation, only the illusion. Note how the sprites always face the camera. The effect is a combination of different tricks. The island and water foreground are on a 3d plane that either rotates itself or has a camera rotating around it. background horizon is just a scrolling tile. The sprites on the island always face the camera. It dependts on how exact you want the effect to replicate.

Create 2D billboarded sprites that are rotated in 3d space around the y axis.
Up to 2 attachments (including images) can be used with a maximum of 524.3 kB each and 1.0 MB total.
